Hire AI engineers in Romania: an engineer inside your team, from a company that ships AI

Why look to Romania for AI engineers at all?

Because you probably cannot hire one locally in the time you have. Romania is not the answer to that problem because it is cheap or has endless people. It is the answer when the team you find there already builds AI in production.

The shortage is European, not national. Among EU companies that considered AI and did not go ahead, 70.3% named lack of relevant expertise as a reason. That is the most common reason on the list, ahead of legal uncertainty (53.6%) and cost (38.4%) (Eurostat, AI in enterprises, 2026 edition, reference year 2025). In Germany, filling an IT position took 7.7 months on average in 2025, the same as in 2023, even though open positions had fallen (Bitkom, Arbeitsmarkt für IT-Fachkräfte 2025, January 2026).

Most "hire developers in Romania" pages are written by agencies that match CVs to job specs. That model works for a React developer. It works badly for AI. The hard part of an AI system is not the model call. It is the integration with your systems, the evaluation that tells you whether it is right, and getting your people to use it every day.

What is the difference between an AI engineering company and a staffing agency?

A staffing agency sells you a person and hours. We sell you a use case that runs in production, delivered by an engineer who sits in your team, with our founder accountable for the result.

How does the embedded engineer model work?

It is what the industry calls the forward deployed engineer model, sized for a mid-market company: one senior engineer and one use case at a time. Every engagement starts with an audit, never with a placement bought blind.

1. Audit. A senior engineer and Vlad Tudor map two or three of your processes with the people who run them, check real data extracts, and pick one use case. You get a written roadmap, with the AI Act classification of that use case.
2. Kickoff in writing. Sponsor, metric, access list and escalation path, agreed before any code.
3. Build inside your environment. On your stack, under your access controls, reviewed weekly. One of your engineers pairs with ours.
4. Go-live. In production, with the people who will use it trained.
5. Adoption and handover. The metric is measured, the documentation is delivered and the next use case is scoped. Your team can run what was built without us.

What does working with a team in Romania mean for time zone and language?

Romania runs on Eastern European Time, one hour ahead of Berlin, Vienna, Amsterdam and Stockholm, and two hours ahead of London. A normal working day overlaps almost completely with Central Europe. The one cost is that our 9:00 is your 8:00.

English is the working language: code, documentation and meetings. Romania ranked 11th of 123 countries and regions in the 2025 EF English Proficiency Index, in the "High proficiency" band (EF EPI 2025). The index is built from people who chose to take EF's online test, so it is a guide, not a census.

Is it GDPR- and AI Act-safe to work with a Romanian team?

Yes, in the sense that matters for procurement: Romania is an EU member state, so the same GDPR and the same AI Act apply to us as to you. This is general information, not legal advice; your DPO has the final word.

• No third-country transfer. Personal data processed by our engineers in Romania stays inside the EU. You need a processor agreement under Article 28 GDPR, as with any vendor, but no transfer mechanism such as standard contractual clauses. For UK clients, all EEA countries are covered by UK adequacy regulations (ICO).
• Your environment, your controls. The engineer works inside your systems and under your access rules. Deployment can be on-premise or in your own cloud region.
• AI Act, handled in the work. The AI literacy duty (Article 4) has applied since February 2025, and the Article 50 transparency duties since 2 August 2026 (Regulation (EU) 2024/1689, as amended by Regulation (EU) 2026/1744). What should you know before hiring AI engineers in Romania?

Three things the agency pages leave out.

• The pool is shrinking. Romania had 207,800 employed ICT specialists in 2025, down 6.2% from 221,600 in 2024, while the EU total grew. They make up 2.7% of employment, against 5.0% across the EU (Eurostat, ICT specialists in employment). Both Romanian values carry Eurostat's estimation flag, so part of the fall may be survey noise. Either way, Romania is not the place to staff a 200-person centre quickly.
• Senior AI people are scarce here too. The European expertise gap above applies to Romania as well. An agency that promises ten senior AI engineers next month is recruiting, not deploying.
• It is concentrated. Bucharest-Ilfov holds half of Romania's information and communication employment (Eurostat, regional data). That suits a Bucharest company; it matters if a vendor tells you it staffs from "all over the country".
